Miwon Peace Prize Charter

Miwon, Dr. Young Seek Choue, the Founder of Kyunghee Academy, was an Educational Philosopher, a Peace Thinker and a Peace Activist. Since the 1950s, he promoted the Live Well Movement, the Bright Society Movement, and the World Peace Movement, longing for all mankind to escape poverty and live in peace.

 

Miwon, Dr. Young Seek Choue urged the UN to establish an International Day of Peace through his keynote speech titled “Peace is More Precious than Triumph” at the 6th International Association of University Presidents’ Conference held in Costa Rica in July 1981. He played a major role in establishing and proclaiming the “International Day of Peace” at the 36th UN General Assembly in 1981 and contributed greatly to the end of the Cold War system that had been continued since World War II, and to World Peace.

 

However, today, 40 years later, at a time when war broke out in Ukraine and the world was swiftly reorganized into a new Cold War System shaking the Axis of world Peace, to re-examine the noble meaning of the International Day of Peace established by the United Nations, and to inherit and develop the passion and vision for World Peace of Miwon Dr. Young Seek Choue, who devoted his life to building a peaceful and prosperous human society, Miwon Peace Prize Committee is founded to establish the Miwon Peace Prize.

 

Chapter 1: General Provisions

Article 1 [Purpose)

Its purpose is to find individuals or groups and to widely publicize and award their achievements to the world for those who have made significant contributions to world peace and the development of human civilization by practicing the ideals of Miwon Dr. Young Seek Choue who aspired to create a peaceful and prosperous cultural world without war respecting the human rights and fundamental freedoms of all people, without discrimination based on race, gender, language, nationality, ideology, or religion.

 

Article 2 (Name)

The name of the prize is called “Miwon Peace Prize” and the name of the entity that will manage this is called “Miwon Peace Prize Committee”.

Article 3 (Location of Miwon Peace Prize Committee and Establishment of Corporation)

The Miwon Peace Prize Committee is headquartered within 50 miles of the United Nations headquarters in New York, USA, and establishes in accordance with the laws of the United States, a non-profit foundation “Miwon Peace Prize Foundation Inc.”. It also establishes a non-profit foundation “Miwon Peace Prize Foundation” in accordance with the laws of Korea as an affiliated organization in Korea.

Article 4 (Projects of the Miwon Peace Prize Committee)

  1. Fund raising and management of the Miwon Peace Prize.
  2. Selection of the Miwon Peace Prize winner and conducting award ceremony.
  3. Other projects necessary to achieve the purpose of the committee.

Article 5 (Miwon Peace Prize Committee (MPPC))

  1. Organization – The members of the Miwon Peace Prize Committee consist of 20 or more and 100 or less members, and the term of office is 2 years and can be reappointed. In the event of a vacancy due to retirement or resignation of a member, the Chairman may appoint a member temporarily, but the appointment is ultimately made with the consent of a majority of the standing committee.
  2. Main tasks of members Determination of Miwon Peace Prize winner.

Four nominees are selected by May 15 of odd-numbered years, and the winner is announced by May 18 through the regular General Meeting of the Miwon Peace Prize Committee.

  1. Member dues – Miwon Peace Prize Committee members’ annual dues are US$1,000 and shall be paid by September 30th.
  2. Regular General Meeting – In odd-numbered years, it is held when the final selection of the Miwon Peace Prize winner takes place the day before the awards ceremony. In even-numbered years, it is held around November 22, the birthday of Miwon Dr. Young Seek Choue. Attendance via video conference is permitted.
  3. Extraordinary General Meeting – An extraordinary general meeting is held called by the Chairman or by a majority of the Executive Members and it is possible to attend via video conference.
  4. Announcement of the date and time of the General Meeting – Notify all members by e-mail and text message 30 days prior to the scheduled date of the General Meeting.
  5. Quorum – Meetings are held with the attendance of a majority of members, including participation in video conferences, and resolutions are made by a majority of the attendees. Amendments to the Charter can be made with the participation of more than 2/3 of the members and the resolution of more than 2/3 of the members present.

Article 6 (Miwon Peace Prize Standing Committee)

  1. Organization – Consists of the following 21 Executive Members.
  2. Chairman (1 person) – Represents the Miwon Peace Prize Committee, presides over meetings, supervises all organizations, and tasks, and becomes a director of the Corporation.
  3. Vice Chairman (2 persons) – assists the Chairman, presides over meetings in case of absence of the Chairman, and directs business. One Vice Chairman is elected from among members residing in the United States and becomes the Chairman of the Board of Directors of the U.S. Corporation, and one Vice Chairman is elected from among members residing in Korea and becomes the Chairman of the Board of Directors of the Korean Corporation.
  4. Secretary General (2 persons) – prepare various meetings initiated by the Chairman, Vice Chairman, or members for smooth operation of the Committee and prepare and keep meeting minutes. Supervises all business operations, receives approval from the Chairman and executes them, leads the business operations of paid employees, preserves, and manages tangible and intangible assets and values, and keeps various records and documents. One Secretary General is elected from among members residing in the United States and serves as the Secretary General of the US Corporation, and the other is elected from among members residing in Korea and serves as the Secretary General of the Korean Corporation.
  5. Director of Accounting (2 persons) – Responsible for financial management of the Committee, issuing certificates for all donations, keeping records, receiving annual audits, and reporting to the General Assembly, and issuing various reports including Annual Reports to Government Agencies. One Director of Accounting is elected from among members residing in the United States and becomes the Director of Accounting of the US Corporation, and the other is elected from among members residing in Korea and becomes the Director of Accounting of the Korean Corporation. Each year, Korean Corporation reports the previous year’s tax reports to the Korean Government, and US Corporation to the US Government, and the combined report is to be approved at the regular General Assembly.
  6. Auditor (2 persons) – An auditor who is qualified as Certified Public Accountant audits the financial status and business execution results of this Committee (Corporation) and report to the Regular General Meeting. One auditor is elected from among members residing in the United States and becomes the auditor of the US Corporation, and the other auditor is elected from among members residing in Korea and becomes the auditor of the Korean Corporation.
  7. Public Relations Chairperson (2 persons) – Widely publicizes various events and policies of this Committee, helps the public to understand and participates. One Public Relations Chairperson is elected from among members residing in the United States, and the other is elected from among members residing in Korea and becomes a Director of the Corporation.
  8. Donation Management Chairperson (2 persons) – Plans and executes the fund-raising activities for the Miwon Peace Prize Fund, and safely operates and manages the accumulated funds to generate interest or investment income. One Chairperson is elected from among members residing in the United States, and the other is elected from among members residing in Korea and becomes a Director of the Corporation.
  9. Website Management Chairperson (2 persons) – Consistently manage and improve the “miwonpeaceprize.org” website, but changes or additions are implemented through a resolution of the Executive Committee. One Chairperson is elected from among members residing in the United States, and the other is elected from among members residing in Korea and serves as a Director of the Corporation. The two Chairpersons work closely together and can hire professional website designers on a paid basis.
  10. Award Nominee Verification Chairperson (2 persons) – Requesting recommendations from countries or organizations around the world for individuals or organizations who are qualified to receive the Miwon Peace Prize for contributing to world peace, and reports recommendations to the Executive Committee after verification for proper evaluation of the achievements of recommended candidates. One Chairperson is elected from among members residing in the United States, and the other one is elected from among members residing in Korea and serves as a Director of the Corporation.
  11. Spokesperson (2 persons) – Elect a spokesperson to anounce the policy or position of the Committee. One person is elected from among members residing in the United States, and the other is elected from among members residing in Korea and becomes a director of the corporation.
  12. Event Task Force Chairperson (2 persons) – Oversees the planning and execution of the Miwon Peace Prize award ceremony and various events decided by the Committee. One chairperson is elected from members residing in the United States and the other is selected from members residing in Korea and become a director of the corporation.

 

  1. The main task of the Executive Committee
  2. Appoints the judges for the Miwon Peace Prize nominees, organize the judges committee, plan all practical matters related to the committee, and carries out general tasks such as the date and place of the awards ceremony, site visits, required expenses, and others.
  3. Every two years, individuals or organizations that have made a significant contribution to world peace are recommended by countries or organizations with high reputation, and the award candidates are narrowed down to four by May 15 of odd-numbered years, and these final candidates selected are reported to the Miwon Peace Prize Committee by May 18th.
  4. Recommend new members to the Miwon Peace Prize Committee.

 

  1. . Executive Committee meeting
  2. Temporary and regular meetings – held at the request of the Chairman or a majority of the Executive Committee members, if necessary, and may be held via video conference.
  3. Announcement of Executive Committee Meetings – Notification of the meeting date of the Executive Committee shall be notified by e-mail and text message 10 days prior to the scheduled date.

 

  1. Quorum of the Executive Committee – Meetings are held with the attendance of a majority of the members, including video conference attendance, and resolutions are made by a majority of the members present.

Article 7 (Awarding Recipient)

  1. A Laureate Plaque and USD $300,000 will be awarded to the Recipient.
  2. The awardee will give a speech as a keynote speaker at the Award Ceremony.
  3. The Award Ceremony is held in November of odd-numbered years, and the location of the award ceremony is determined by the Miwon Peace Prize Committee.

Chapter 2: Property and Accounting

Article 8 (Classification of property)

The property of this corporation is distinguished into basic property and common property. The property falling under paragraph 1 of each of the following subparagraphs shall be the basic property, and all properties other than the basic property shall be common property.

 

  1. Basic property
  2. Property donated to the founding fund of the Miwon Peace Prize Committee
  3. Property designated and donated to the Miwon Peace Prize Fund.
  4. Among ordinary assets, the property that the Miwon Peace Prize Committee has decided to include as basic property.
  5. Common property – All properties other than basic property are considered common property.

Article 9 (Management of Property)

  1. All property cannot be sold, donated or offered as collateral.
  2. Cash assets are safely operated and managed by the Donation Management Chairperson to generate interest or investment income after obtaining the resolution of the Executive Committee.

Article 10 (Method of Raising Prize Money and Expenses)

The prize money and expenses for the Miwon Peace Prize are to be provided by basic assets, interest, investment income, donations, and member dues.

Article 11 (Accounting Principles)

The accounting of the US Corporation of the Miwon Peace Prize Committee follows the Generally Accepted Accounting Principles (GAAP) presented by the US Financial Accounting Standard Board (FASB), and the accounting of the Korean Corporation follows the Korean accounting standards presented by the Korea Accounting Institute (KAI).

Article 12 (Fiscal Year)

  1. The fiscal year of the Miwon Peace Prize Committee is from January 1st to December 31st.

Chapter 3 Officers

Article 13 (Term of office, dismissal, and resignation)

  1. Term of office of Executive Members: The first Executive Members are elected at the Inaugural General Assembly, and the term of office is two years, but they can be reappointed. In the event of a vacancy, the Chairman may make a temporary appointment within 30 days from the date of vacancy.
  2. After sufficiently listening to the explanation of the person concerned in a video conference held and presided by the Chairman, the Executive Committee may dismiss member who falls under any of the following subparagraphs through a resolution of 2/3 or more of the Executive Members (The total members are 20 persons).

 

  1. When the Charter of the Miwon Peace Prize or the resolutions of the legitimate Executive Committee are seriously violated.
  2. When the member intentionally or negligently causes significant damage to the Miwon Peace Prize Committee or damages the reputation
  3. When the member interferes with the work of the Miwon Peace Prize Committee
  4. Resignation of Executive Members – When an Executive Member wishes to resign during the term of office, he or she may resign by submitting a resignation letter to the chairman.
  5. Reasons for exclusion from voting – In the case of the appointment or dismissal of a Executive Member, he/she cannot participate in the resolution if the matter is related to himself/herself.

Article 14 (Paid Employees)

For smooth business performance, the Secretary General of the Korean Corporation and the Secretary General of the US Corporation may hire the necessary paid staff through the resolution of the Executive Committee.

Article 15 (Detailed Rules for Enforcement)

Necessary matters regarding the enforcement of this Charter shall be determined by detailed rules through a resolution of the Executive Committee.

Addenda

Article 1 (Effective Date)

This Charter shall be effective from the date passed at the inaugural general meeting.

Article 2 (Transitional Measures)

All affairs performed by the Preparatory Committee for Establishment prior to this Charter shall be deemed to have been conducted in accordance with this Charter.

 

Article 3 (Qualifications for Charter Member)

A person who falls under each of the following subparagraphs and submits the prescribed application form for Charter Member.

 

  1. Those who participated as a Charter Member for the Establishment of the Miwon Peace Prize and those who wish to participate as a Charter Member by participating in the Inaugural General Assembly.
  2. A person with a high reputation worldwide who agrees with the purpose of establishing the Miwon Dr. Young Seek Choue Peace Prize and wishes to participate as a Charter Member.
  3. Those who wish to participate among the descendants of Miwon Dr. Young Seek Choue
  4. Those who wish to participate among former and current presidents, chairpersons, directors, and professors of Kyung Hee University
  5. Those who wish to participate among former and incumbent Chairmen, Vice-Chairmen, and Executives of the Kyunghee University Alumni Association or each regional Alumni Association
  6. Those who wish to participate among former and current Directors of Kyung Hee International Foundation.
  7. Those who wish to participate among prominent figures in politics, business, art, and media around the world among Graduates of Kyung Hee University
